For quest templates, look at boilerplate
If you want to add an NPC to a location, just create a page with their name, and use one of the NPC templates that I've created. For example, if you created a page called "John Murphy" and that NPC is located in Bree, all you have to do is add:
{{npcbree}}
...to the page. That will place it in the proper categories and some basic text. I know, it's a little weird, but try it. Just enclose npctownname in braces...
